Premade messages (that are translated automatically))
Maybe a bit of a confusing title, let me explain a bit.
There's something of a problem, especially amongst european players later at night to find a group in less frequented outposts, so you will often see some groups from different language districts try to play together. Which is where my suggestion comes from, perhaps system, not entirely unlike the bot-commands in UT2004 or similar fps games, with some often used sentences could be used here. And the beauty of it, would be that it's automatically translated to whatever language you have on default in your settings.
Some sentences could be 'Looking for a (profession)', 'I'm afk for a few moments' or 'Are you ready?'. Basically just some rudimentary stuff that isn't too complicated to work with.
It's not a feature that would be noticed by people who don't need it, if you could select these sentences from a pop-up window with a keybind. And of course there should be some way to prevent spamming with these things, that's obvious, but it could help a lot of people provided it's done well.

If people travel to a different district they should have atleast 1 person in their group who has a rudimentary understanding of the language they are entering to pick up a party and pass on basic messages like that.
Just last night I was having to dome some Shiverpeaks missions via the French District as there wasnt enough hanging round the English, my knowledge of french hangs around somewhere below rudimentary, so I would never have gone there on my own, fortunatly the person I was grouped with was bilingual.
The reason several different Districts exists is so that players of one language can play / trade etc without having to see a language they dont understand, I personally hate it when somebody advetises their guild in french in English districts.
However the reason Districts also exist as opposed to totally different servers for every language is so that we can gel and work together as a continent, unfortunatly North America has an advantage over us here being primarily 1 language, with just little pockets of French or Spanish.
TBH if your desperate for a phrase when partying use http://babelfish.altavista.com , macros for those lines would be nice, but I dont think the Devs should be in any hurry to implement them, but if they can, and it can improve how well the European community works together, then I say /signed

Assuming you mean pre-made messages that Anet puts into the game themselves, then you would assume that the language the message is read in would be of the players "chose language anyway".
The only problem then is, would their be a command to choose what language to translate it into?
For instance: If your english and you go into the german district. Then select to send a pre-made message. Does it send in english or german? Can you choose which to send it in? Does it send automatically in the langage of the district your in?
Or there could be an option to translate what your typing anyway into the same language as the district.
Another issue would be spamming. I can see it being abused. We already have people spamming rooms by re-sending messages they alredy typed. Pre-made messages would fall to the same problem.
But its a good idea.

The way it's displayed is based on the language the account is set to. If you're a german, it's displayed in german to you, but if a teammate would be korean, he would read it in the language his account is set to. It's like a collection of global messages you can select from a menu and it's automatically translated for everyone individually. To make things clear maybe it could have a sort of indication that it was like a preset message in it, but really that's just a detail.
As for spamming the same rules as any message spamming would apply, maybe make it a bit more severe, that's also really not a big issue.
The main reason I'm suggesting is that I'm usually translating be it either for dutch or french people and obviously english, and frankly it's kinda tiresome when it's always the same things that people say. A lot of people in europe are comfortable with several languages but then again a whole lot of others are not, and those are mostly the casual players who are not used to dealing with an international crowd/team like experienced online gamers are.

pretty cool idea, It reminds me of my mother playing internet Hearts... 24/7... honestly how can someone play that game over a long period of time...
This would improve communication without actually having to learn it. I know it sounds a little... sad, but as long as people are playing together, I'll go for this idea 100%^^.
And of course as mega_jamie said, babel.altavista.com is a good resource if you want to go any further.
Oh I forgot to add. Use double slashes, eg:

//goodbye

Ugh. No it isn't. Well, it depends. To someone who does know the language, you clearly don't. But it can be better to use pidgin whatever yourself, rather than force the other person to use pidgin english. It depends. I said that already.
I agree with that other stuff, though.
